Isn't it the responsibility of the working group to find a chair, not the
responsibility of the IESG?
I reiterate my opinion that all of these straw polls are a clear-cut
indication of lack of consensus, particularly given that the IETF in
general looks down on votes as a way of deciding anything. I respectfully
but firmly disagree with Henry Spencer on this point; this is most
definitely *not* just a matter of a small number of obstructionist people,
particularly in the broader context of people interested in Usenet rather
than just people who are managing to continue to tolerate this mailing
list.
This cuts both ways, I should note. I'm in favor of splitting the draft,
but I think it's clear we don't have a consensus on that either. A
consensus means more than winning in a straw poll.
The number of things that this working group is actually managing to
establish a consensus on is very small, particularly compared to the
overall work.
