In the same way that delay in blessing UTF8 increases the risk of a
potential barrier -- namely that there is a great deal of inertia on USENET,
a partially successful effort (punycode or localcharset) will be a barrier
to a shift in direction.
I find it unbelievable that you don't understand this.
