Apparently not. At least Ned seems to think it is his responsibility.

Sometimes it is necessary to demonstrate conclusively that consensus is
absent. Unless you do that, everybody believes that "clearly my view is
the consensus one". Or that the people who make the most noise represent
the consensus.
