According to my table, it definitely makes an upgraded injection agent a
Y, since without an upgraded injection agent, you can't post to a
moderated non-ASCII group.
My table summarizes all of the work required to make all of Usenet work,
not just some subset. If you're going to refer to my table, please use
the same terminology. Otherwise, you're just creating unnecessary
confusion.
