That's still a 'Y'. Neither "Ought Not" nor "SHOULD NOT" prevents
the problem. Even "MUST NOT" would be inadequate because "a sufficient
base" is imprecise.

It will fail because, as Russ' chart clearly shows, utf-8 in the
message header fields is incompatible with IMAP, as has been
discussed at some length. And no proposal with such an
incompatibility will be approved -- those who will see any such
proposal at last call (if not sooner) have already said that
it is unacceptable, and it is crystal clear that utf-8 in the
message header fields will fail.
