No, read my proposal carefully. A compliant posting agent MUST NOT attempt
to post to a moderated non-ASCII group unless it knows it is connected to
an upgraded injector. That is why my proposal cretes a 'Y' in column 1 in
lieu of the 'Y' for upgraded injectors.
So the hurt is placed on those who want to use (e.g. post to) moderated
non-ASCII groups. What can such a poster do? Either he finds an upgraded
injector to use (just like he already had to find an upgraded user agent).
Or else he emails direct to the moderator. Or else he does without.
The effect of which its to make it very unlikely that moderated non-ASCII
groups will get created until such time as updraged injectors are
available. Hence the "Ought Not" advice given to hierarchy administrators.
Yes, perhaps I mislead you by saying that "Ought Not" (or SHOULD NOT) was
the thing that allowed non-upgraded injectors to continue to exist. It was
in fact the MUST NOT in the posting agent.
But having said all that, it has already been pointed out, e.g. by Andrew,
that upgrading an injector is not hard - a simple plug-in replacement for
what is usually a free-standing script is all that is needed.
And note also that there are benefits in upgrading injectors even for
unmoderated non-ASCII groups (which occur in crossposts to normal
moderated groups), so they are likely to happen as soon as ordinary I18N
groups start to happen.
