Perhaps we are talking past each other: I'm basing my comments on how the
user interacts with the character set in the clients I am most familiar with
(OE, Netscape, MTNW, Thoth). You chose a character set, and then the
program is responsible for converting what you type into the relevant byte
values when posting.

I understand it may be a bit different for Gnus and slrn and other CLI
programs, but it's my opinion they are going to be more willing to take the
extra steps required of them than the GUI users would be.

How the programmer handles things internally, isn't really relevant in this
instance IMO.
