No, they are very different. They are:
2. Standardise an encoding that was invented more than a decade ago and
is nearly universally implemented so that most people can read it
even if they don't generate it.
3. Standardise a new encoding that currently can't be read by only a few
users without breaking compatiblity with the 8bit charsets currently
used.
