I disagree. Let us not split things farther than necessary. There is
no particular reason why the control messages need to be separate. (In
fact, I don't really think USEFOR and USEPRO need to be separate, but I
go along with it to help ease political logjams...)

See the chairs' original description of the split. Things like the
flooding algorithm and the gatewaying procedures are protocols.
(Hence Son-of-1036 was titled "News Article Format and Transmission", not
just "News Article Format"; the title of the WG drafts is inaccurate.)
