That sentence (the 2nd sentence of the 2nd paragraph of the NOTE) actually
came from Russ. I agree that it does not add much (and it will arise again
in USEAGE) and I would have no problem removing it. Anybody particularly
keen to keep it?
OTOH, I think the 1st sentence of that 2nd paragraph does have some use,
so I would be more reluctant to remove that.
