Agreed (mostly). The point of quoting RFC 724 was to give some historical
perspective on the origins of the field. RFC 2822 has rendered
phrases in the field obsolete. RFC 2822 also provides for optional
comments, line folding, and whitespace (as did RFC 822) in addition to
msg-ids.
