Since this "Re: " stuff is in an unstructured header and is not mandatory,
it is incorrect to call it a "software mistake" if it is absent in a
followup, for any reason. It IS a software mistake if the References
header is missing; a mistake we don't seem too worried about.

For what purpose? Someone can manually enter a subject that starts with
"Re: ", too, so if this information is so useful, perhaps we need a
"User-Entered-The-Subject: yes" header?
