That's a conflict with mail. This one is particularly unnecessary.

No, actually, we don't. We've gotten rid of most of them through a
combination of realizing that they're not necessary and changes in RFC
2822 to require fields that news needs, and many of the ones people
thought we had we actually didn't.

Yes, there is. These unnecessary incompatibilities make gateways and IMAP
integration a living hell.
