Nobody but an *administrator* is _supposed_ to be issuing a control
message (except in alt.* and free.*, perhaps). Except for cancels.

B news is dead. If it had not died before then, I am pretty sure that it
finally died on Dec 31st 1999. Cnews most certainly does NOT do it. We
know of some surviving versions of INN. Do we know of any more? Dnews
anyone?
