JFTR: In de.* the moderators of de.admin.news.announce do it.

Or more precisely, they "own" the PGP key used to sign valid
rm/newgroup for de.!alt, and for the checkgroup for de.* One
of the dana-moderators especially elected for this function
handles the technical details. In de.alt the rm/newgroup rules
are different, in theory any user could post these messages.

In practice this means that I won't even try to post a Control
message, as you said, except for cancels. And just for fun I
tested a Subject: cmsg sendsys once (but it didn't work... ;-)
