Hmm, how old is that release? As of the Cleanup Release (late 1994 I
think), the injection machinery rejects cmsg. (Earlier releases did
indeed take it and add a Control header.) Annoyingly enough, though,
Charles is right that the special injection handling of ".ctl" is still
there -- we must have missed that when we were cleaning up.

The relaying stuff -- which is what I was looking at -- does none of this.
