You showed nothing of the sort. Message/partial is a unique media type.
That's like saying "the color of bananas is not in line with the color of
oranges". So what -- they're different things.

In this WG, only the Chair has authority to declare consensus. Since you have
not answered the question, but merely tried to sidestep it, I'll ask again:
which WG Chair, on which occasion, declared the consensus that you claim,
specifically w.r.t. the topic, viz. message/partial?
