It was my thought, and applied only to the decision to prefix "Re:" or
not. My feeling is that false positives are far better than false
negatives, and I suggested that there be a blank after the colon in order
to match. Given that, the cases above would not match and might get
"Re:" prepended. If the quotes are removed "Re:" would not be prepended. I
think that's "not incorrect" behaviour.

Sounds like a valid problem with localizing headers, are there actual
examples of clients which do that?
