I'm not convinced that the issue is within the scope of what was intended
for USEAGE. According to the discussion in March 2003, USEAGE was supposed
to be for on-the-wire protocol issues that did not involve significant
interoperability issues. In subsequent discussion, the user and user
interface were ruled not to be involved in interoperability issues. Current
discussion appears to have concluded that "Re: " is strictly a user interface
issue, and that would place it outside of the scope of USEAGE as it was
envisioned last year.

It would seem that the scope of USEAGE has to be broadened, or the
"Re: " issue (as a strictly user-interface issue) may need to be ruled out
of scope for this WG, or we may need yet another document to address such
issues (i.e. those outside of the scope of the four previously-defined
documents).

That seems to be a call for the Chair to make, possibly in consultation
with the Area Director and/or Consultant.
