I think prepending "Re: " is the _better_ choice, but I can agree on
not having it as a SHOULD. As I just wrote, I'll settle for "first
among equals".

In reality, it isn't going to go away, so any suggestion about
deprecating it will just be laughed at. (Besides, _people_ find it
useful. There are cases I've read of where people read some
newsgroups with a killfile that selects only followups by looking for
the Re: in the Subject; looking for a References header is much less
efficient due to it not being supported locally (at their sites) in
OVERVIEW.)
