I'm not convinced about the wording of this first sentences: it seems odd to
say 'take any Re: away, then put a Re: on'.
How about:
The Subject-header SHOULD be initialized from the precursor's
Subject-header, with the addition of an initial back-reference
if no such string is already present. The back-reference "Re: "
(case sensitive) is in most common use; other forms of
back-reference should be considered dangerous (and MAY be
stripped and replaced with "Re: ").

I'm slightly unconvinced about talking about reading agent behaviour in a
section of the spoec about followup agents, but that's a minor point.
