I'm sorry, Bruce, but you and John are clearly in a minority in your
unwillingness to accept the text as proposed.

I would prefer mandating "Re: ", but I am prepared to accept the text that
Charles has proposed. Seth prefers mandating "Re: ", but is prepared to accept
the text that Charles has proposed. Other people prefer that, or perhaps other
solutions, but are prepared to accept the text that Charles has proposed.

You and John, on the other hand, appear not to be prepared to make any kind of
compromise in your position so that we can get off this issue and move on.

But, whether there is a Chair or not able to rule on it, we need to do that.
