No. We are now more than a year behind schedule due to the antics of
the chairs, past and present. It is the function of a chair to chair
the discussion, not to disappear into West Hyperspace. The presence of
the chairs is especially important when they have demanded a massive
change of direction. IMHO it was totally irresponsible for them to do
so without sticking around to steer it through smoothly. Either
overruling Charles or confirming his changes would be better than
leaving the whole thing in Limbo.

I agree, but how do you know that he hasn't already tried to arrange
such a meeting? He can't force them to discuss anything if they prefer
to just disappear.

That's exactly the sort of issue that the chair should be here to rule
