I think we need some indication from you as to how much leeway we have to
make chenges to the msg-id format.

The <msg-id> format in RFC 2822 is a mess, and I would dearly like to
throw it away and start over. But then there are lots of things in RFC
2822 that I would dearly like to throw away, but my understanding is that
our remit is to follow RFC 2822 as closely as possible.

But, for compatibility with the NNTP draft, it seems we have to do
something about NO-WS-CTL, and that might give us an excuse to tidy some
other things, such as restricting the id-right to be a dot-atom-text or an
IPv[46] literal. You will have seen the suggestions Frank has been making.
How many of them are you prepared to permit? It would seem that getting
rid of NO-WS-CTL is the only one with a cast-iron technical justification.
