I think "Of course" merely meant it could go on our agenda of Issues, or
at most that we could get rid of the NO-WS-CTL problem. But there is still
time for him to permit more.

   1. It's allowed in RFC 2822
   2. It's allowed in RFC 2821 (if registered with IANA)
   3. It's allowed in NNTP
   4. It's ugly
