Bad.  Maybe we should address this in USEAGE, something like:

"decent news servers offer vanity domains for their users
 for the creation of valid Message-IDs without collisions".

For #1003 the problem of abusing foreign name spaces is still
unresolved, that's a USEFOR problem, last discussed in:
