And that is the problem. The USEFOR draft permits a whole raft of ugly
stuff that is no longer permitted by 2822-bis (and good riddance to it).
It would be much simpler to say that our message-ids are the same as those
of 2822 bis, but without the obs-stuff and without that ">".

I doubt we are going to have any opportunity for any "*future* final
merger". If we don't do it now, it will never get done. I doubt any of it
would be the least bit controversial.
