I agree.  Still, it prevents people from adding Approved: headers and posting
such articles.  Not everyone uses pgpmoose!

Even if your intention was that presence of the flag in a checkgroups
would change the ACTIVE flag to 'n', no existing server would do so


Hmm... INN 2.5 could do so :)

and it would be a long time before it was widely adopted.


Not longer than the use of the Injection-Info: header.
