One obligatory prop.man, none , one or many of prop.opt.
But prop.opt contains %prop.id; | %prop.del;, | %prop.tel; etc.
%prop.id describes nickname, photo, bday. So its quite legal
to have many prop.opt entities consisting of prop.id entities
describing the various different birthdays you have.
(Not very useful unless you are a monarch).

I suggest abolishing the prop.opt entity entirely, and
defining vCard element as:

<!ELEMENT vCard (%prop.man;,%prop.id;?,%prop.del;*,
%prop.tel;*,%prop.geo;*,%prop.org;*,prop.exp;?,%prop.sec;?)>
