re complaints about
    "XML's popularity has led to several additions to
    the base specification."

I have suggested changing the entire first sentence of 1.3 

 "Originally published ... base specification."

with

 XML 1.0 was originally published as a W3C recommendation in February
 1998 [36], and was revised in a 2nd edition [8] in October 2000.
 Several additional facilities have also been defined that layer
 on the base specification.

In Section 2: to respond to comments, I have suggested changing
 "Further, processing XML requires scanning ... overhead." to

"In some situations, processing XML requires examining
every byte of the entire XML data stream, with higher
overhead than with representations where uninteresting
segments can be skipped."
