XML Guidelines -04

Marshall, Larry, and I just put the wraps on the -04 version of the XML
guidelines I-D.  The new version can be found on the ietf-xml-use web site
in several formats:

There's a diff in PDF comparing -03 to -04 as well.  The formal announcement
should follow in the next day or so.

With this rev we think we've captured all of the outstanding comments.
We'll submit it to the IESG in two weeks as described in sections 5.1 and
6.1 of RFC 2026.
