OK, OK. I just keep having heartburn at the thought of putting extra
software in the pipeline whose only purpose is to throw well-formed
messages on the floor because they are in an encoding that would be
successfully read by the deployed software if it were allowed through.

FWIW, this is the *only* item in this whole spec that I think is really
IETF-specific; i.e. for the rest of it, I'd point the whole world at it
and say "this is the right way to do XML". Now I'm going to have to say
"... but ignore the stuff about utf8-only."
