Well, XML use in protocols is not "general purpose", and subsetting 
*required* behaviour, such as supporting only UTF-8, which all processors are 
required to support, can do little except improve interoperability *within 
the domain of the protocol*. Outside the domain of the protocol, so long as 
it is a pure subset, interoperability cannot be affected.
