Comments on XML Use Guidelines

I apologize for joining the process so late.  At least my comment is a 
trivial editoral one.

The term "infoset" is used in section 4.13.  I was momentarily confused 
since the term doesn't appear elsewhere in the document.  Since it is a 
common term in XML, I suggest adding "(infoset)" before the "[37]" in 
section 4.2
