RE: IETF input to XML Schema 1.1

I'm sure the 'IETF view' contains many points of view. However,
one of the more difficult sections of RFC 3470 was section 4.7
on "Validity and Extensibility", which at least hints on some
of the requirements around extensibility, performance, ability
to express semantic constraints, etc.

But I think dealing with those issues calls doesn't seem to be
consistent with the charter http://www.w3.org/XML/Schema:

"The XML Schema WG is currently working towards the completion
of XML Schema 1.1, which is intended to be mostly compatible
with XML Schema 1.0 and to have approximately the same scope,
but also to fix bugs and make whatever improvements we can,
consistent with the constraints on scope and compatibility."

since it's likely to be more like "XML Schema 2.0"
