Export Law and Jonah ?



Dear all, 

I heard that since January US export law authorizes to export crypto source
code with unlimited key length or algorithm key strength. I tried to
download the  MIT Jonah PKIX Freeware using the form presented on
(http://web.mit.edu/pfl/). 

As I supposed that the text on the web site was outdated, I registered as a
non-US citizen (I work in Belgium), but the website didn't allow me to
download the freeware source code. 

Did I misinterpret the US export laws relaxation ?
Is there any other reasons than export law that prevents me from downloading
that freeware ? 
Can somebody guide me in that matter?
