Format of published SFL documents

An initial request to the folks at JG Van Dyke and Associates and
others: When you publish SFL documents for public comment, could you
please publish them in HTML (or plain text) instead of or in addition to
formats such as MS Word?  The documents currently referenced appear to
all be in Word97 format, and this imposes an extra burden on people who
either don't have Word or have an earlier version.

If for some reason the documents cannot be converted to HTML or would
appear illegible in that format, it would be nice if they could at least
be published in an earlier Word format (if Word97 can do this -- I'm not
that familar with it).
