AsnOid::Set memory leak?

Is there a memory leak in snacc? I'm using version 1.3 of the snacc with 
Visual Studio 6.0 and Bounds Checker keeps saying there is a memory leak in 
asn-oid.cpp in the following function:
void AsnOid::Set (unsigned long arcNumArr[], long arrLength)
on the following line:

   char *buf = new char[arrLength*5];  // Sized according to length

It does appear like the buffer is never freed in the function. Any comments 
about this?
