Where can I find the Setup Manual for the SFL?

Hello,

I've been on an effort to setup SFL on WinXP
using MS Visual Studio 2003.

After all, I've read entirely the v2.4 SFL API
(and other docs), but could not find the 
Setup Manual for the SFL, referenced on page
111 of the SFL API PDF.

I've looked for it over DigitalNet site,
and made a couple of Google searches with
no success. Although the same reference is
made on the API doc of versions 2.2 and 2.3,
I didn't find it anywhere.

Can anyone get me a pointer, or tell me if
it doesn't exist?
