As much as I would like to agree with you about not changing the
syntax/semantics between v1 and v2, I must admit that that is the basic
definition of a major revision (i.e., from v1 to v2, not from v1 to v1.1).

The parsers for v2 ought to be able to also parse v1 data streams. At least
from a technical point of view this is do-able.
