Outlook automatically converting to UTC time

The vCalendar specification allows you to specify the the date and time as
local or as UTC.  Here's an excerpt from the  specification:

For example, 8:30 AM on April 15, 1996 local time would be written as:
19960415T083000
And the same time in UTC based time would be written as:
19960415T083000Z
_____

I'm finding that Outlook automatically converts the time to UTC even when I
use the local time format.  This doesn't work for the web application I'm
developing in which users specify their timezone separately.  Does anyone
know a workaround for this, other than getting Microsoft to comply with the
specification?
