Who owns the vCard?  Not the standard, but the personal vCard?  The 
person creating it (their personal vCard), or the person they are giving 
it to?  

The simple answer to this is "the person to which the 
card will be given (communicated)."

This is the entire point of the exercise: to create a 
standard for which it is reasonable to demand, as a client,
that others will supply their personal information in
a regular format -- for the convenience of the client,
not the sender.

Today's paper business card contains a lot of "format" which
is the "property" of the corporate identity department of the
organization behind the card. It is a billboard for organization
(or personal) identity.

vCard is optimized to serve the needs of card recipients 
that need to receive, store, and use *many* cards from a 
*diverse* set of senders. In creating the standard our 
objective should be to serve these recipients first, and 
to serve the needs of card creators (and their graphic 
design folks) second.
