For vCard v3.0 the encoding B must be used (see RFC2426 section 3.1.4), the encoding B is identical to BASE64 (see RFC2047 section 4.1).

Are there any desktop applications or may be phones or pdas that handles photo in vCard?
Is Base64 commonly used encoding for Photos?. Entourage (Mac desktop app) does B encoding.
I am trying to figure out which one is commonly used.
