If we allow non-latin characters in e-mail addresses,
we should put into the standard that all e-mail addresses
which contain non-latin characters MUST also contain
a version of the same e-mail address which is in only
latin characters (just like the business card with
address in English on one page and in the local language
on the other side). This means that in every transmission
or display of such e-mail addresses, the non-latin
version must be accompanied by a latin version.

Note that this solution will not cause additional
complexity for users, since people can always choose to use
only the Latin version of an e-mail address, also when they
send mail to someone having a dual address. Only those who
want to use the non-Latin address will have to use the dual
address. And this will in practice mostly be e-mail
addresses taking from previous incoming messages, or from
address books.

If we do this, we can allow non-Latin characters in
e-mail addresses without the problems you indicate.
