I do not know how much you know about MSP, but I really think that you 
should include it in your list of alternatives.  I would like to see MSP 
discussed at the IMC Workshop in a few weeks.

MSP (Message Security Protocol) is used in the Defense Message System. 
Since MSP is content independent, it can be used with MIME, RFC-822, or 
X.400 (P2, P22, P772, etc).  In my opinion, the signed receipt capability 
is important in both military and commercial environments.  Given an 
appropriate infrastructure, the MSP signed receipt provides non-repudiation 
with proof of delivery.  This service is important because provides the 
sender proof that the message got to the destination without modification. 
In other words, the originator of a purchase order knows that the supplier 
got the order!
