This is not really an issue anymore.  The X.509 v3 certification path 
validation model acommodates the full range of trust models (including 
hierarchies and webs), and will be covered in the emerging ietf-pkix project.

I thought this meeting was addressing the much more difficult issue of 
agreement on enveloping protocols.
