(1) = this is the question raised in Raph's original message.
(2) = more than two imteroperable implementations have been built to
      the draft specification using the FORTEZZA cryptographic suite.
(3) = Two implementations are currently being developed with exportable
      algorithms.  They are not finished yet, but I do not anticapte any
      issues.  The two vendors have promised interoperability.
