Yes, you are off base. Version 2.5 of the MSP specification was published
by NIST at least four years ago. I do not remember the exact date. Since
then, version 3.0 was posted for electronic distribution by the U.S. Air
Force. Anyone who bid on the DMS surely downloaded the specification.
Perhaps MSP has not been "marketed." But, it sure has not been kept
secret.
